Rochester, N.Y. — A man was charged Thursday following an FBI investigation in the city's North Winton Village. Agents responded to Blossom Road, where Dilbar Gul Dilbar, an Afghanistan citizen, was arrested for allegedly fraudulently trying to obtain a special immigration visa in 2016 and 2021. Federal paperwork said Dilbar used a fake recommendation and letter of employment, and his application was approved in April 2024.

He's then accused of illegally obtained a U.S. green card in July. Dilbar is charged with visa fraud. _____
